Day Zero: $85 Million (June 17, 2008)

Being generous, not nitpicking on the fact that the Carbon Tax doesn't promise tax cuts will be competely implemented until the fourth year (pg 31), and thus won't be revenue "neutral" until then. This is strictly based on page 41, where $15,427 (expenses) - $15,342 (revenue) leaves them $85 million in the hole.
